CV NEWS FEED // The Biden administration sent Central Intelligence Agency (CIA) and Federal Bureau of Investigation (FBI) agents an internal newsletter touting the “gender identity expression” of a male intelligence officer who “likes to wear women’s clothes.”
The Daily Wire’s Spencer Lindquist reported Tuesday that the Office of the Director of National Intelligence (ODNI) had circulated the newsletter titled “My Gender Identity and Expression Make Me A Better Intelligence Officer” pervasively throughout the intelligence community.
The newsletter’s recipients included, among many others, both CIA and FBI agents.
Lindquist noted that “[a]n ODNI spokeswoman confirmed that the newsletter was sent out to every element of the Intelligence Community.”
In the document, an anonymous author writes: “I am an intelligence officer, and I am a man who likes to wear women’s clothes sometimes.”
“I think my experiences as someone who crossdresses have sharpened the skills I use as an intelligence officer,” he continues. The officer specifically names “critical thinking and perspective-taking” skills.
“This has been useful in understanding foreign actor motivations and [human intelligence (HUMINT)] asset motivations,” the officer claims. “I think it also has made me a better colleague.”
The author states that he was “excited” by Biden administration Director of National Intelligence (DNI) Avril Haines’ decision to sign Intelligence Community Directive (ICD) 125 in May of last year.
ICD 125 states that its purpose is to “[establish] policy to promote a diverse, equitable, and inclusive workplace, irrespective of gender identity, transgender status, gender expression, and perceived gender.” The directive became effective immediately with Haines’ signature.
Later in the newsletter, the author states several ways in which he thinks crossdressing has improved his performance.
“I’m better now at understanding foreign actors,” he claims. “My experiences dressing in feminine clothing have helped me recognize and overcome my own identity-based biases and mindsets.”
“Crossdressing has helped me understand that other people – including those we study in the [intelligence community] – experience the world differently,” he adds.
The author also purports that his crossdressing habit has made him “more aware of, and hopefully supporting” of his “women colleagues,” explaining:
I now have a better appreciation for how it can be uncomfortable to wear women’s clothes sometimes. I know firsthand how wearing heels can make your feet hurt and make it take longer to walk somewhere.
Although I like wearing a bra, I know it isn’t comfortable for everyone, and is less comfortable after a few hours. On top of the biases that women often face a work, it must be hard to be uncomfortable, too.

The unclassified newsletter, which specifies on each page that it is “for official use only” and “not cleared for public release,” was released to The Daily Wire last week, though information such as names of authors are redacted throughout. It was created by the Office of the Director of National Intelligence’s IC Diversity, Equity, Inclusion, and Accessibility Office and sent to the entire Intelligence Community.
