Member nations of the World Health Organization (WHO) are preparing to meet this month to vote on whether the United Nations’ (UN) health agency should be granted vast new powers over their national governments during “health emergencies.”
Rep. Chris Smith (R-NJ), chairman of the House Global Health, Global Human Rights, and International Organizations Subcommittee, told CatholicVote he and his colleagues “from day one” have been “asking the Biden Administration to ensure that U.S. sovereignty is protected from unelected WHO bureaucrats and to commit to sending the proposed WHO Pandemic Treaty to the Senate for a real review and supermajority approval before any agreement by the U.S. government.”
“So far, our demands have not been heeded,” Smith asserted:
“It is an absolute affront to our sovereignty to hand over critical health authorities to these unelected bureaucrats—with no accountability whatsoever—and empower them to dictate policies to U.S. medical professionals and U.S. taxpayers when it comes to vaccines, therapeutics and the like.”
Nonprofit groups, such as Christian legal ministry Liberty Counsel, have also been steadily sounding the alarm about both the WHO’s pandemic treaty and the International Health Regulations (IHR) amendments.
“World Health Organization officials are trying to con you into believing that we are still in a full-fledged pandemic – or on the verge of another breakout of some pandemic, including perhaps ‘Disease X,’ whatever that is,” Mat Staver, founder and chairman of Liberty Counsel, said Friday during his “Faith and Freedom” podcast episode.
“Such claims would be laughable if globalists like Joe Biden and others weren’t using these claims to give the WHO mere unilateral total power over the U.S. and other world nations with regards to health policies, vaccine mandates, and travel restrictions,” he said.
Staver added that Biden’s intent at the Geneva meeting later this month is to sign “the United States of America on to this new pandemic treaty which they are referring to as a pandemic agreement.”
Despite a mountain of criticism – from medical and economic experts, as well as government officials – regarding the outright harms generated by the mismanagement of the COVID-19 pandemic, WHO officials and their globalist allies are pressuring member nations to sign onto both the pandemic treaty and the IHR amendments.
WHO Director-General Tedros Adhanom Ghebreyesus has publicly condemned efforts to expose the treaty and IHR amendments, stating they are in danger of failing due to “a torrent of fake news, lies, and conspiracy theories,” the Guardian reported in January.
Tedros insisted that claims the treaty would give the WHO power to impose lockdowns and vaccine mandates are “completely false.”
“We cannot allow this historic agreement, this milestone in global health, to be sabotaged,” he reportedly told the WHO’s executive board.
As pressure has mounted to have the treaty approved, the UN also published on April 18 a “news” article focused on an outbreak of “bird flu” in dairy cows with the headline: “Pandemic experts express concern over avian influenza spread to humans.”
“The ongoing global spread of ‘bird flu’ infections to mammals including humans is a significant public health concern, senior UN medics said … as they announced new measures to tackle airborne diseases,” the article stated.
WHO chief scientist Dr. Jeremy Farrar was quoted as saying that the avian influenza virus, also known as H5N1, has shown an “extremely high” mortality rate among several hundred individuals who have been infected.
“H5N1 is (an) influenza infection, predominantly started in poultry and ducks and has spread effectively over the course of the last one or two years to become a global zoonotic – animal – pandemic,” Farrar said. “The great concern, of course, is that in doing so and infecting ducks and chickens – but now increasingly mammals – that that virus now evolves and develops the ability to infect humans. And then critically, the ability to go from human-to-human transmission.”

… with news outlets breathlessly reporting that cattle were infecting each other with H5N1 and some experts questioning whether raw or even pasteurized milk containing high levels of the avian virus is safe. Although H5N1 bird flu was first detected in 1996, since 2020 there have been more outbreaks in poultry farms, wild bird and land and marine animals. Americans were warned in early April that the eggs from chickens potentially infected with the avian virus should be well cooked, and then the media reported that a U.S. dairy farm worker in Texas had been infected with bird flu.

H5N1 has long been feared for its potential to cause a human pandemic, and the U.S. government has spent billions of dollars preparing for the threat of a pandemic influenza outbreak since the early 2000s, working with GSK, CSL subsidiary CSL Seqirus, and Sanofi to develop vaccines, build up a stockpile, and line up manufacturing capacity that could be switched on in an emergency.

The Centers for Disease Control and Prevention (CDC) maintains bird flu is a low risk to humans — the infected dairy worker only contracted a case of conjunctivitis (pink eye) — and that there is currently no known mechanism for human-to-human transmission.
According to the World Health Organization (WHO), avian flu is responsible for 463 deaths worldwide over the past 20 years. The CDC reports only two U.S. cases of bird flu, and both were mild. No Americans have died from the virus.
Still, government agencies and Big Pharma manufacturers are building their capacity for bird flu vaccine production.
The flurry of media attention has led many to surmise that avian flu is the “Disease X” mentioned in January at the World Economic Forum (WEF) by Tedros.
“You may even call COVID as the first ‘Disease X,’ and it may happen again,” the WHO director-general suggested during the WEF.
To assist the WHO’s efforts to rally support for its treaty, Biden recently put forward his own “Global Health Security Strategy” in which he announced his plan to have the U.S. partner with other countries to help prepare for future pandemics.
In introductory comments to the strategy document, Biden stated that his administration has “championed the creation of the Pandemic Fund, a new international body that has already catalyzed $2 billion in financing from 27 contributors, including countries, foundations, and philanthropies, to build stronger global health security capabilities.”
A major focus of the Fund is the rapid availability of “life-saving medicines and vaccines.”
Among the “foundations” and “philanthropies” that have committed to the global Pandemic Fund are the Bill & Melinda Gates Foundation, the Rockefeller Foundation, and Wellcome Trust.
Biden added his administration is “leading efforts to ensure international financial institutions, such as the World Bank Group, scale up lending for pandemic prevention, preparedness, and response because health security, economic security, climate security, and national security are all related.”
Smith expressed outrage that, in 2022, the Biden administration provided the UN “a whopping $18 billion in U.S. taxpayer funds—$15 billion over our ‘assessment,’” while the WHO “got over $800 million—well over the approximately $122 million assessment.”
“The American taxpayer should not be fleeced like this,” the congressman told CatholicVote.
“Just a few weeks ago, I chaired a hearing on the malign influence of the Chinese Communist Party on the United Nations that included the fact that WHO Director-General Tedros dutifully amplified Xi Jinping’s false narrative about COVID-19,” Smith continued:
“At the outbreak of the COVID-19 pandemic, China’s communist leaders—who knew they had a deadly and highly contagious virus on their hands—attempted to hide its origins and imposed their malign influence on the World Health Organization to echo their disinformation.”
“Why would the Biden Administration seek to fall in line with them now?” Smith asked.
Despite reports of resistance to the WHO’s treaty and IHR amendments, Staver, who also chairs Liberty Counsel Action, wrote Wednesday, “We cannot let our guard down.”
“We have a path to strip funding from the WHO,” he said, pointing to legislative efforts in HR 1425 and S 444 which are measures that would require a two-thirds vote by the U.S. Senate to ratify any WHO agreement.
“We need to pounce on this window of opportunity,” Staver said. “We need Congress to act now and send a signal that America is not willing to pay the bills for medical fraud, socialized medicine, and tyranny.”
