Planned Parenthood’s national service totals and its local affiliate data on the number of “gender-affirming care” services provided nationally don’t line up, according to a new report from The Daily Wire.
In a July 24 article, The Daily Wire’s Macy Petty notes that Planned Parenthood’s latest annual report, 2023-24, shows a sharp decline in its “other procedures” subcategory — which includes “transgender” services — despite reports from local affiliates that those services are increasing. The subcategory also includes pediatric care, adult preventative care, and high complexity visits, including infertility services.
In past years, the “other procedures” subcategory of annual reports has seen high numbers.
In 2021-22, the organization recorded 256,550 services in this subcategory — which was 15 times the amount of the previous year. According to the Heritage Foundation, this exponential increase was likely due to Planned Parenthood’s new “game plan,” aimed at increasing funding for contraception and “gender-affirming” care.
In 2022-23, the number remained at a high 177,237, but it fell to 77,858 in 2023-24, the abortion giant reported without offering an explanation for the steep decline.
Petty questioned the credibility of the reported drop.
“Everyone who lives within 25 miles of a Planned Parenthood knows they have not taken their foot off the transgender gas, so this drop does not pass the simple smell test,” she wrote.
Petty also noted that the 2023-24 report contains almost no references to “transgender” services, saying that Planned Parenthood “appears to have shied away from its new radical gender agenda.”
Still, the organization continues to market itself to patients as “the second largest provider of hormone therapy” in the US.
Meanwhile, affiliate data paints a starkly different picture than the national report: The number of “transgender” services provided at local facilities continues to skyrocket.
Planned Parenthood Pacific Southwest boasted of providing more than 3,000 “gender-affirming hormone therapy” services in 2024 alone, an increase of more than 80% over two years. In northern California, affiliates logged more than 17,000 such visits in the 2023-24 period. Mar Monte, an affiliate operating 30 facilities across California and Nevada, reported more than 10,000 hormone therapy visits.
So far, only about half of Planned Parenthood’s affiliates have published 2024 data, Petty reported. Yet the partial tally already reveals more than 87,000 hormone therapy visits. That exceeds the national total for “other procedures” — which is supposed to include “transgender services” — by nearly 10,000.
Petty argued that even if the subcategory consisted solely of “transgender services,” “the numbers still don’t add up.”

The report’s release comes amid a congressional probe into the organization’s handling of taxpayer funds.
Rep. Marjorie Taylor Greene, R-Ga., chair of the House Subcommittee on Oversight and Government Efficiency, announced the investigation June 13. The subcommittee is seeking records related to federal funding, abortion procedures, and “transgender” treatments.
The subcommittee set a June 27 deadline. It has not publicly confirmed whether Planned Parenthood has responded.
According to Planned Parenthood’s 2023-24 report, the organization received $792.2 million in taxpayer dollars in fiscal year 2024, amounting to 39% of its total revenue.
